<p>The continuing uncertainty surrounding the eventual outcome of Brexit shows some encouraging signs of a slowdown in the inflationary curve of the domestic property market sales in Ireland, and Dublin in particular in recent months. Recent surveys have shown that the year on year figure has slowed to 2% increase in prices across the board in the past year. This figure also applies to the rental market in Dublin.</p>



<p><strong>Demand for Professional Expertise:</strong></p>



<p>The demand for Architects, Civil Engineers, Mechanical &amp; Electrical Building Services Engineers and Project Managers continues apace, with no sign of a let up  in the requirement for these professionals with all levels of experience and expertise. The uncertainty in the UK with Brexit, and the current, inevitable crash out in ten weeks time, seems to be fuelling the desire for many Irish professionals to return home to more secure job prospects in the longer term, with some stability finally emerging  in the Irish domestic market place.</p>



<p><strong>Economic Immediate and Mid Term Prospects:</strong></p>



<p>No one can predict the economic outcome for Ireland resulting from Brexit, however, when all the hyperbole settles down, and the longer term prospects are examined, there is no doubt that Ireland’s economic forecasts do appear to be very upbeat and encouraging, when compared with the medium to long term prospects for the UK.</p>

<p>The official opening of the latest stretch of the M18 motorway, linking Gort and Tuam took place last week. This represents yet another essential upgrade in the road network throughout Ireland. Civil and Transportation Engineers and other Construction Professionals contributed essential expertise to the project which cost in the region of €500 million.</p>
<p><strong>Civil Infrastructure </strong></p>
<p>Increasingly, Architects and Engineers, whether Civil Engineers or Structural Engineers, are involved in the preparation of infrastructure works for estate development works for major housing projects. In recent interviews, Architects and Engineers pointed out that site development works and pre-construction work, as a prelude to construction work on site commencement, were essential to speed up the programme for supply of housing.</p>
<p><strong>Planning delays</strong></p>
<p>A recent survey of Architects and Engineers highlighted the very significant bottlenecks in the overall Planning process which is causing delays in the Construction delivery process. Architects have expressed their frustration in the very slow progress of the pre-construction process, due to the acute shortage of Architects, Engineers and Town Planners in the Local Authorities. Unless we address these issues, the current state of affairs will not alter.</p>

										<content:encoded><![CDATA[<p>The most recent figures released by the Central Statistics Office show no sign of abatement in the Construction industry. According to the CIS, € 8.0 billion worth of projects were on site in 2016, an increase of almost €1.3 billion from 2015.  It also indicated that €11 billion worth of projects have been granted Planning Permission, while over 16,500 residential units have been permission   over the same period. Truly remarkable figures with no sign of slowdown.</p>

<p><strong>Architects &amp; Architectural Technicians</strong>:</p>
<p>The number of major projects moved on site has increased by 15% from 939 to 1,342 in 2016, while the volume of projects moving on site increased 27% in 2016 to over 2,800, and the value of projects that received Planning Permission was up by 37% over 2015. The value of projects granted permission has more than doubled in the past two years, with Residential and Commercial sectors being the leading two in terms of collective project value.</p>
<p><strong>Demand for Architects &amp; Architectural Technicians:</strong></p>
<p>There is a severe shortfall in the number of professionals being recruited in the marketplace at present. Not since the heady days at the height of the Celtic Tiger has the demand been so acute. The Government has finally woken up to the kind of life style requirements essential to attracting overseas professionals to return home. Uppermost is the requirement for reasonably priced, available housing stock in accessible locations. Affordable housing in locations, far removed from places of employment, no longer cut the mustard.</p>
<p><strong>Mortgage Demand:</strong></p>
<p>The Central Bank introduced prudent, but very harsh, criteria for would be purchasers in 2015, as a measure to slow down the excesses of the previous loose regulatory environment which obtained during the first decade of the century. The market suffered a marked slowdown in demand for houses, particularly because of the requirement for a 20% deposit. In an effort to kickstart the residential market and the supply of housing units, the Government has devised many imaginative solutions to overcoming the “rulebook”. One of the more imaginative schemes is the introduction of the Help to Buy Scheme which was announced in Budget 2017. This applies to first time buyers, with incentives that allow buyers refunds of income tax paid over the previous four tax years to a maximum of €20,000. The scheme runs until end of year 2019 with a maximum house value of €500,000. The 20% deposit is therefore reduced to an effective 10-15% depending on house price. In addition, the grants for Home Renovation Incentive up to a total of €30,000. This incentive runs up to the end of 2018.</p>
<p><strong>Mortgage Approvals:</strong></p>
<p>Mortgage approvals increased by 31% in Q4 of 2016 according to the Banking Payments Federation Ireland. The report also found that during the period, 3144 mortgages were approved each month, of which nearly 48% were first time buyers. A marked increase in the underlying figures from previous periods. A total of 34,230 mortgage approvals were reported for the year 2016, with a value of €6.7 billion, a truly significant indication that the Government policies are a response to the optimistic outlook for the future of the Irish economy.</p>

<li>An absolute minimum requirement of 500,000 new houses needed to be built by 2040.</li>
<li>The number of people at work will increase by 600,000 to 2.5 million.</li>
<li>An estimated 400,000 post-primary pupils in 2040.</li>

<p>The credibility of the new plan, which aims to spread development towards regional cities such as Cork, Galway, Limerick, Waterford and Sligo, will depend on how much compromise will be necessary to get the policy document through the Dail. An encouraging precedent has been set by the Minister in that he stood up to opposition parties, especially Fianna Fail, in resisting any changes to his proposals to fix house rental increases throughout the country before Christmas. The central policy is to shift investment away from the Dublin region, by massive investments, both PPP and State in Infrastructure, Broadband services, Roads and Power.</p>
<p><strong>Architects &amp; Engineers</strong></p>
<p>There is a huge demand currently for Architects, Engineers and Technicians to participate in the roll out of the massive investment in the built environment. There is no expectation of a fall off in the demand for Architects, Engineers and Technicians in the medium or long term future, a major factor in expatriate professionals determining whether to return to Ireland.  Lack of job security was the primary reason for emigration after the collapse of the economy a decade ago.  Job security will be a major factor in determining whether to return home or not.</p>
<p><strong>Irish Emigrants in Australia </strong></p>
<p>In a recent article in the Irish Times, Irish emigrants in Australia were interviewed by Clara Kenny about how they feel about life in Australia, and whether they would consider returning to Ireland and what factors would influence them most. Not surprisingly, the numbers moving from Australia back to Ireland has almost doubled in the past twelve months to 5,500. The number of emigrants to Australia has reduced by two thirds from 2012, to 2016, as Irish unemployment figures continue to fall dramatically. Reasons most often cited for returning home are loss of friends and family; missing out on significant events like friend’s weddings, family funerals and missing out on births of siblings children. The travel time home is another major consideration. In many cases, the desire to return home at some stage is a given, it&#8217;s just deciding when is the right time to make the move.</p>
<p>There is little doubt that, taking all the essential factors into account, there has never been a more encouraging a time to consider returning home than in the past ten years.</p>
